Power comes from the same 649cc liquid-cooled inline-four sharing its fundamental architecture with the CB650R, delivering a claimed 95 hp with a genuinely high-revving character — peak torque doesn't arrive until 8,500 rpm, and Honda tuned the powerband to reward riders willing to work the gearbox rather than lug along at low revs. For 2021, Honda reworked cam lobes, the crank pulsar, ECU calibration, intake timing, and the exhaust system specifically to bring the engine into Euro5 compliance, run through a 6-speed gearbox with an assist-and-slipper clutch that eases upshifts while managing rear-wheel lockup under hard braking and downshifts.

The headline chassis change carried over directly from the CB650R: a fully adjustable 41mm Showa SFF-BP inverted fork replaced the previous non-adjustable unit, delivering compression, rebound, and preload adjustment in a package that's both lighter and stiffer than before — genuinely transformative for a bike that reviewers had previously criticized as too soft and comfort-biased for its sporty intentions. 1000PS's own testing found the CBR650R still isn't a thoroughbred superbike, but rather a genuinely capable everyday sport machine equally at home commuting or carving a weekend backroad. Radial-mount four-piston calipers grip dual 310mm front discs, paired with a 240mm rear disc, while full fairing bodywork and a more committed riding position distinguish it visually and ergonomically from the naked CB650R. 2023 brought no significant mechanical changes, closing out this generation before the more substantial 2024 redesign introduced Honda's E-Clutch system across both CB and CBR variants.
