Harley calls the V-Rod Muscle “a brawny bruiser with off-the-line power,” built for riders who want a little extra beef with their horsepower. It has big, meaty air scoops, a wide angular airbox cover, muscle-bound satin chrome side-exhaust mufflers, a 240mm rear tire and a unique fastback-style tail section with a chopped rear fender. The blacked-out frame, platinum powertrain with polished covers and black 5-spoke cast aluminum wheels with machined highlights give it a menacing look. Rider comfort comes from a unique seat with an integrated rider backpad and passenger pillion, with a low 25.6-inch seat height, and integrated front and rear turn signals. It has inverted front forks, dual front Brembo disc brakes and, from 2016, standard ABS across the V-Rod range.

The engine is a rubber-mounted, liquid-cooled 60-degree 1,247cc Revolution V-twin with DOHC and four valves per cylinder, a 105mm x 72mm bore and stroke and an 11.5:1 compression ratio. Electronic Sequential Port Fuel Injection with heated O2 sensors feeds it through a downdraft intake. Harley claims 123 hp at 8,250 rpm and about 86-87 lb-ft (about 115-117 Nm) of torque at 6,500-6,750 rpm, with a top speed of about 140 mph. The gearbox is a five-speed with a gear primary drive (64/117) and belt final drive.

The chassis has a steel perimeter upper frame with hydroformed main rails, a polished one-piece cast aluminum swingarm and a 34-degree rake, with about 5.6 inches (142mm) of trail on a 67-inch (1,702mm) wheelbase. The front is a 43mm inverted fork and the rear has twin coil-over shocks with adjustable preload. Brakes are dual 300mm front discs and a 300mm rear disc with four-piston calipers. Tires are a Michelin Scorcher 120/70ZR19 at the front and a 240/40R18 at the rear.

The Muscle is about 96.1 inches (2,440mm) long and 41.9 inches high, with about 4.5 inches (114mm) of ground clearance. Seat height is 25.6 inches laden (about 26.7-27.8 inches unladen). The tank holds 5 gallons (18.9 litres), and engine oil capacity is about 4.7 litres with the filter. The V-Rod Muscle weighs about 640-673 lbs (290-305 kg), with a gross vehicle weight rating of 1,075 lbs.
