Heritage Springer FLSTS (1999): A Springer Front End on the Last of the Evolution-Powered Heritage Softails

The FLSTS combines the classic look of the Heritage Softail with a Springer front fork. It's styled in the retro Heritage way, with wide whitewall tires, 16-inch laced wheels, sweeping front fenders with a running light, a tombstone taillight, dual fishtail mufflers, passing lamps, a heavily fringed saddle and leather bags. Harley built about 9,700 of them between 1997 and 2003, and the 1999 bike is the final model year before the Twin Cam 88B arrived for 2000.

Power comes from the air-cooled 1,340cc (80 cu in) Evolution V-twin, with pushrod-operated overhead valves, hydraulic self-adjusting lifters and two valves per cylinder. It's carbureted, with silver-painted heads, cylinders, cam cover, transmission and primary covers. The gearbox is a 5-speed, with an 82-link 428 chain primary and belt final drive.

Parts data lists a 130/90H-16 tire at both ends, a 1.5-inch belt with 130 teeth on 32/65 pulleys, an RN12YC spark plug, an H300611 oil filter and a YTX20HL-BS battery. Lighting uses an H4 headlight bulb and a 1157 taillight bulb. The front end is the Springer fork, which uses exposed leading-link springs where other Softails use a telescopic fork.

On 1997-1999 Heritage Springers the seat mounting point in the rear fender sits one inch further back than on any other Softail, so aftermarket seats from other Softails often won't fit. That changed from 2000 onward. Because the 1999 FLSTS is the last Evolution Heritage Springer, its engine and fuel-system parts also won't fit the 2000-and-later Twin Cam 88B FLSTS, so check the VIN before ordering parts.

This factory service manual covers the procedures, torque specs, and diagrams needed to keep a 1999 Heritage Springer FLSTS running the way it was built to.
