Power comes from the air-cooled High Output Twin Cam 103, a V-twin delivering a claimed 104 lb-ft of torque at 3,250 rpm through a 6-speed Cruise Drive transmission, feeding a single-spar rigid backbone frame with a stout swingarm developed specifically for the demands of long-haul touring and more powerful engines. A restyled Batwing fairing with a Splitstream vent reduces head buffeting.

Standard Rushmore-era equipment includes Reflex Linked Brakes with ABS, dual halogen and LED headlamps and fog lamps, a stiffer steering head and front forks, and the new Boom! Box 4.3 audio system with Bluetooth, a 25-watt-per-channel amplifier, four speakers, and a Jukebox media compartment with USB connection — a genuine 25% jump in volume over the outgoing sound system. Saddlebags and Tour-Pak luggage now open with one hand and one touch, with more storage space packed in without altering the bike's silhouette.

Confirmed factory dimensions list a 102.4-inch length, a 27.3-inch laden seat height (29.1 inches unladen), 5.3 inches of ground clearance, and a 6.7-inch trail. The revised seating and back rests, plus more legroom and ergonomically designed hand controls, were built specifically to improve passenger comfort on long rides.
